City of Valdez - Pavement Management Plan Phase 1

PTS provided Survey and Construction Management services for 4 road improvement projects in the City of Valdez under Pavement Management Plan Phase 1.

In 2019, PTS conducted the design survey for each of these 4 projects and provided constructability design reviews during the design phase. In 2020, Construction Management services included contract administration, materials testing, and inspection during construction. These projects included several challenges with numerous utilities within these project areas.

West Egan Drive
A road and drainage improvement project which included the reconstruction of sidewalks, curbs, storm drainpipe and structures, traffic signs and markings, and a fiber-optic conduit system. This project reconstructed approximately 4,000-LF of W. Egan Drive between Hazlet Avenue and Whalen Avenue. Minor water improvements were made at the intersection of Clark Street and W. Egan Drive. The W. Egan Drive project was substantially completed  in 2020.

Meals Avenue
The reconstruction of Meals Avenue, between West Egan Drive and Pioneer Drive, included replacing all curb, sidewalk, commercial roadway approaches, pedestrian facilities, storm drainpipes and structures, replacing existing Ductile Iron Pipe (DIP) sanitary sewer mains with new PVC sanitary sewer pipes, and replaced the undersized sewer services with new PVC sewer services. All improvements were designed and installed in accordance with new Valdez design standards and replaced the existing DIP water main and services with new High-Density Polyethylene (HDPE) water mains and copper services. The Meals Avenue project was substantially completed in 2020.

South Harbor Drive
This $7-million road, drainage, and deep utility project will reconstruct 3,325-LF of South Harbor Drive. Project scope includes installing all curb, sidewalk, commercial approaches, pedestrian facilities, 3,000-LF of sewer CIPP pipe liner, interior sanitary sewer manhole coating, replacing 3,000-LF of water main utilizing pipe bursting method to install new HDPE water main, water service replacement, new road structural section, and fiber optic conduit system.

Robe River Subdivision
This project provided drainage improvements and new asphalt for 12,600-LF of streets within the Robe River Subdivision southeast of Valdez. The subdivisions drainage was reestablished by replacing old culverts and proving several new drainageways. The Robe River project was completed in 2020.
